Bali’s hotels should plan for a bigger pay rise than the national formula suggests. Meeting protesting workers in Denpasar on 21 October, Governor Wayan Koster said the formula would lift the Bali minimum wage for 2027 to only about Rp3.45m, which he called too small. He promised a figure above Rp3.4m but below the Rp5.2m that unions say a worker needs to live decently in Bali. The decision is due in November. For owners and general managers writing 2027 budgets now, that range is wide enough to change the payroll line materially.

What happened
Unions and student groups protested at the governor’s office on 21 October, asking for a 2027 minimum wage in line with their survey of decent-living costs, about Rp5.2m a month. Koster met them and ran the numbers in public. Under the national formula with the highest alpha factor, 0.9, he said the 2027 UMP would be about Rp3.45m.
He then said he would look for room above the formula, using regency wages and sectoral wages for tourism, as far as the rules allow. “Above 3.4 but still below 5.2,” he said, adding that he would discuss the number with employers. He also said that if Rp5.2m were used as the base, many companies would close. He gave Rp4.5m as an example of a middle figure, not a decision. A union alliance had proposed exactly that number to the provincial parliament on 28 September.
BRIDA, the provincial research agency, is now studying living costs and employers’ ability to pay. Its findings go to the governor.
The range, per worker
The table shows what each figure would mean against the 2026 UMP. It is our calculation, not an official one.
| 2027 scenario | Monthly wage | Rise per worker per month | Rise | Extra cost per worker per year (13 months) |
|---|---|---|---|---|
| Formula, alpha 0.9 | Rp3,450,000 | Rp242,541 | 7.6% | About Rp3.2m |
| Union proposal | Rp4,500,000 | Rp1,292,541 | 40.3% | About Rp16.8m |
| Decent-living estimate | Rp5,200,000 | Rp1,992,541 | 62.1% | About Rp25.9m |
Thirteen months reflects the THR religious holiday allowance, which is usually one month’s pay. Takeaway: the gap between the low and middle case is more than five times the rise per worker. That is the number to stress-test in a 2027 budget.
Our read: the sectoral wage matters more than the headline
Many hotel staff in Bali are paid against regency minimums, such as Badung’s, which sit above the provincial one, and many also share service charge. So the UMP alone will not set hotel payroll. The tourism sectoral minimum will. Koster has said he will use sectoral wages to push the number up, and the starred-hotel sectoral minimum already sits above the UMP.
For a large branded resort, a rise to the middle of the range would mostly hit entry-level grades and compress the gap to supervisors. For small villas and budget hotels that pay at or near the minimum, it would be a real cost shock in a year when Bali’s luxury pipeline is adding supply and rates are under pressure, as we set out in our Bali luxury pipeline analysis. Add the local products rule, which we covered in our story on the Bali local products rule, and Bali’s operating cost base is rising on two fronts at once.
What it means for you
1. Owners: run three payroll cases for 2027
Use the formula, Rp4.5m and Rp5.2m cases. Ask your operator to show the effect on gross operating profit for each.
2. General managers: map who sits near the minimum
List roles paid within 10% of the current minimums. Those are the grades a big rise will compress, and where supervisors will ask for a matching increase.
3. Small hotels and villa operators: price it in now
Contracted 2027 rates with wholesalers are being agreed now. Build in room for a higher wage bill before you sign.
4. Hotel associations: engage before November
The governor says he will talk to employers. Bring data on payroll, service charge and occupancy to the wage council before the number is set.
