Hoiana is the integrated casino resort on a 4km beach south of Hoi An, in what was Quang Nam province and is now part of Da Nang. Hoi An South Development Ltd (HASD) owns, develops and operates the Hoiana resort, and Hong Kong-based VMS Group has held 75% of HASD since January 2025. For owners and operators on this coast, Hoiana is the one project that can add a thousand keys in a single phase. How fast it builds Phase 2, and who it sells those rooms to, will shape rate and staffing for every resort between Hoi An and Tam Ky.

Who owns Hoiana

Hoiana started with three shareholders: Suncity Group, the Macau junket business, VMS Group and VinaCapital, according to the gaming trade publication Inside Asian Gaming. Suncity was meant to fill the casino from its customer database. That plan collapsed in late 2021, when Suncity’s chief executive Alvin Chau was arrested and Macau’s large junkets shut down. Suncity, since renamed LET Group, had been trying to sell its stake for some time.

VMS Group, which Inside Asian Gaming describes as linked to Hong Kong jeweller Chow Tai Fook, took over day-to-day management in 2023, according to the same publication. In January 2025 HASD announced that, after a shareholder restructuring and capital increase, VMS owned 75%. HASD has not published who holds the other 25% in the material we read.

June 2020 Preview opening; Suncity a key investor

6 July 2022 New World Hoiana Hotel opens
26 April 2023 New World Hoiana Beach Resort opens

30 January 2025 VMS confirmed at 75% of HASD; new president and CEO named
January 2026 HASD says Phase 2 construction should start in 2026, beach villas first

Our view: Hoiana now has one controlling shareholder with deep pockets and no junket conflict. That is a better base for a long build-out than the original structure. It also means the pace of Phase 2 depends on one boardroom.

Keys: 940 rooms in three hotels, plus residences

Hoiana markets “more than 1,200 keys”. The three hotels it lists today add up to 940:

Hotel Rooms Opened Brand
Hoiana Hotel & Suites 134 suites (current resort website; earlier sources say 141 or 143) 2020 Hoiana
New World Hoiana Hotel 476 6 July 2022 New World Hotels & Resorts
New World Hoiana Beach Resort 330 rooms and suites 26 April 2023 New World Hotels & Resorts
Total hotel rooms 940

The gap to 1,200 is most likely Hoiana Residences, the serviced apartments from studios to three bedrooms. We have not seen a published unit count for them, so treat 1,200 as a marketing total, not a hotel key count.

Rosewood Hoi An was announced for Hoiana and still appears in HASD’s January 2025 statement as “upcoming”. It is not listed on the resort’s current hotels page, and we found no confirmed opening date.

New World is a brand of Rosewood Hotel Group. The 2022 opening release said the Hoiana hotels were managed by Rosewood Hotel Group, while HASD calls itself the resort’s operator. If you are benchmarking management terms, check which entity holds each hotel management agreement today.

The casino-resort model

The casino admits foreign passport holders only. It has 140 tables and more than 270 electronic gaming machines, which gaming press describe as the largest table count in Vietnam.

Speaking in Manila in September 2026, Alan Teo said gross gaming revenue splits roughly one-third junket operators, one-third direct VIP and one-third slots. He said direct VIP was up nearly 50% year on year, and that four strong junket operators focus on markets including Korea and Thailand.

HASD has applied to join the pilot that lets Vietnamese nationals gamble. Corona Resort & Casino in Phu Quoc and The Grand Ho Tram near Ho Chi Minh City already have local access. Teo called it “a very lengthy process” and said it will take time for the government to decide.

Under Teo, Hoiana says it has turned the pitch around: destination first, casino second. HASD reported more than 225,000 visitors in 2024 and more than VND 790bn paid to the state budget. It describes itself as the largest FDI taxpayer in the old Quang Nam province.

Phase 2: how many rooms?

HASD has described Phase 2 as a US$1bn investment across about 209 hectares. The room number has moved:

Source Date Hotel rooms Other elements
HASD statements reported by gaming press January 2026 More than 1,000 five-star rooms 198 beachfront villas, convention centre for up to 2,500, retail and entertainment zone, second golf course with academy
Alan Teo, IAG Academy Summit September 2026 Another 700 to 800 rooms Bigger ballroom and MICE space, beach villas, second 18-hole course, retail

HASD told GGRAsia in January that construction would start in 2026, with beach villas first, and that it did not plan to expand gaming in Phase 2. We have not seen a groundbreaking announcement as of 20 October 2026.

Our view: plan for 700 to 1,000 new keys, MICE-led, arriving after 2027. Villas first means the earliest new supply is high-rate, low-volume stock aimed at the same luxury guests as the resorts around Hoi An.

What it means for you

1. Resort owners near Hoi An: watch the villa launch, not the tower

Beach villas are first in line. They will compete for the same luxury and wellness guests as resorts such as Four Seasons The Nam Hai. Our view: a resort with gaming revenue behind it can afford to price villas aggressively in the launch years.

2. MICE sellers in Da Nang: a 2,500-seat room is a new competitor

A convention centre of that size at Hoiana would compete with Da Nang city hotels for incentive and association groups. Track the ballroom size in any final plan.

3. Operators: budget for the hiring pull

HASD says Phase 2 will create about 2,500 direct jobs. Expect wage pressure on F&B, housekeeping and security roles across Hoi An when hiring starts. Our jobs board tracks senior openings in the region.

4. Lenders and buyers: the local-player licence is the swing factor

Hoiana’s revenue base is still foreign VIP and slots. A local-player licence would change the value of the whole site. Until then, underwrite Phase 2 on hotel and MICE demand alone.
